ADA Transition Plan
Also known as: ADA Self-Evaluation and Transition Plan, Accessibility Transition Plan
A document required under Title II of the Americans with Disabilities Act (ADA) that outlines how a public entity will make its programs, services, activities, and facilities accessible to people with disabilities. The plan must include an inventory of accessibility barriers, a schedule and description for accessible renovations, identification of the official responsible for implementation, and a timeline for completing improvements. Despite being legally mandated, research shows that only about 13% of US government agencies have published ADA transition plans, and fewer still meet minimum ADA criteria — highlighting a significant gap between legal requirements and actual compliance in urban accessibility.
