Wicked Problem
A problem that is difficult or impossible to solve because of incomplete, contradictory, and changing requirements that are often difficult to recognize. Wicked problems resist traditional problem-solving approaches because effects cannot be isolated, outcomes are unpredictable, and simple solutions often produce unintended consequences ("cobra effects"). Inclusive education and digital accessibility are characterized as wicked problems because they involve diverse stakeholders with competing needs, rapidly evolving technologies, entrenched institutional practices, and deeply interconnected social, technical, and policy systems. Addressing wicked problems requires gathering the broadest diversity of perspectives, pursuing multiple small interventions, monitoring outcomes, and adapting strategies iteratively.
