Stanca Act

The Stanca Act (Legge Stanca, Law No. 4 of January 9, 2004) is Italy's primary legislation mandating digital accessibility for public sector websites and services. Named after Lucio Stanca, the Minister for Innovation and Technologies who championed it, the law requires that public administration websites, publicly funded ICT services, and public transportation companies ensure their digital content is accessible to people with disabilities. The law established technical requirements based on WCAG principles, with specific Italian technical guidelines (Requisiti Tecnici) providing detailed implementation rules. The Stanca Act was one of the earliest comprehensive national accessibility laws in Europe and has been updated to align with the EU Web Accessibility Directive. It applies to all levels of government and to private entities providing public services.
