Offline Access

Also known as: Offline Mode, Disconnected Access, Offline-First

The ability to use digital content, applications, or services without an active internet connection. Offline access is an important accessibility consideration because it ensures that users in areas with unreliable, expensive, or nonexistent connectivity — including many rural and developing regions — can still access essential information and services. Technologies supporting offline access include progressive web apps (PWAs), local caching, asynchronous messaging protocols, and service workers. Offline-first design principles align with broader accessibility goals by removing connectivity as a barrier to digital inclusion.
