Platform Governance

Platform governance refers to the policies, rules, procedures, and technical mechanisms through which digital platforms regulate user behaviour, content, and participation. It encompasses both formal rule-making structures — such as community guidelines, terms of service, content moderation systems, and appeals processes — and the informal practices through which platforms exercise authority over users and the information circulating on them. Platform governance has significant implications for digital equity, as enforcement mechanisms including content moderation, algorithmic ranking, and account suspension can affect different user groups unequally. Research consistently finds that marginalized communities, including disabled users, BIPOC, and LGBTQ+ individuals, face disproportionate consequences under nominally uniform governance systems. Accessible and transparent governance mechanisms are essential for ensuring that these communities can participate equitably in digital spaces.
