Procedural Fairness

Procedural fairness (also called procedural justice) refers to the perceived fairness of the processes through which decisions are made, as distinct from the fairness of outcomes. In the context of digital platforms and content moderation, it encompasses three key dimensions: consistency (rules applied uniformly regardless of who is affected), transparency (decision criteria and processes are visible and understandable), and voice (users have meaningful opportunities to express their perspectives before decisions are made). Research consistently shows that perceived procedural fairness increases trust in institutions and compliance with their rules, even when specific outcomes are unfavorable. For digital accessibility, procedural fairness in platform governance is particularly important for marginalized groups — including disabled users — who may be disproportionately affected by moderation decisions and who benefit from clear, accessible, and consistently enforced platform rules.
